9. An employee had not provided a doctors note to account for a period of absence. Can I contact their GP?

No. The employee's consent must be obtained in writing prior to a letter being sent to the doctor, the employee must be given the opportunity of seeing the Medical Report before it is sent to the Company. There is a formal procedure and statutory letters that must be adhered to before requesting a Medical Report.
